Most school staff translating a permission slip or enrollment form right now are using Google Translate or DeepL. They paste the text in, copy the output, and send it home. Fast, free, and almost certainly a FERPA violation waiting to happen.

That gap is exactly what the new partnership between Pairaphrase and ClassLink is trying to close. The vendor's terms of service — not your district's data agreement — govern what happens next.

Districts often don't find out this is happening because the behavior is invisible. There is no log, no audit trail, no IT ticket. A paraprofessional helps a Marshallese-speaking family understand a disciplinary letter, the text goes into a browser tab, and nobody ever knows.

Pohnpeian speakers number somewhere around 35,000. Neither language has the training data volume that powers accurate neural MT output. When you run a Chuukese family's IEP summary through an AI translation tool, you are not getting a reliable document — you may be getting something that reads as plausible but contains errors a monolingual family cannot detect.

That is not a knock on Pairaphrase specifically. It is a structural reality of the MT field. Large language models reflect the languages that dominate the internet. Chuukese and Pohnpeian do not.

The Rare-Language Gap in Practice

The table above is a simplification, but it reflects a real triage decision districts face every day. Deploying a secure AI tool is the right call for high-volume, well-resourced language pairs. For rare languages, a secure tool that produces inaccurate output is safer than a consumer tool that produces inaccurate output — but it still produces inaccurate output.

What Districts Serving Pacific Families Should Actually Do

First, implement governed AI translation for the languages where it works well. Pairaphrase through ClassLink is a reasonable choice for Spanish, Vietnamese, and similar languages. Get staff off consumer tools for anything touching student records.

Second, identify which families in your district speak languages outside MT's reliable range. If you have Chuukese or Pohnpeian speakers — and if your district is in Hawaii, Washington state, Arkansas, or Guam, there is a real chance you do — flag those families for human translation workflows before you need them urgently.

Third, build a subcontracting relationship with a translator or agency that actually has qualified Chuukese or Pohnpeian linguists. Not someone who claims to cover Micronesian languages, but someone who can demonstrate it. Ask for a sample translation and have it reviewed by a community member if you can. The US Department of Education's Title III guidance requires that translated materials be accurate and accessible — AI output in a low-resource language often does not meet that bar.
